KATHMANDU — The Election Commission's quarterly voter-roll update, published Friday, reports 142,318 new 18-year-olds registered between Magh and Chaitra. The figure is up 9.4% on the prior quarter and is heavily concentrated in Bagmati, Gandaki, and Lumbini.
